The disaster in the Gulf makes clear that America needs clean energy now. However, the US is 10th in the world in investments in clean energy as a percentage of the national economy. Investments in clean energy and energy efficiency will create jobs, energy independence, cleaner cities and towns, and reduce our climate change emissions.
Clean Energy Victory Bonds (CEVBs) are an effective method for spurring investment in a prosperous and sustainable future. Americans could purchase Clean Energy Victory Bonds from the U.S Treasury to help fund the rapid deployment of renewable energy development projects and energy efficiency upgrades.
CEVBs would benefit the economy, the environment, and investors, by:
- uniting individuals, communities, and companies to help finance the rapid deployment of renewable energy projects and energy efficiency upgrades;
- enabling anyone with savings to help put new renewable projects on the ground, with an investment as little as $100;
- offering flexible redemption options between 12 months and 30 years;
- creating a safe investment for Americans that pays a competitive rate of return; and
- helping to create 1.7 million new jobs deploying and maintaining renewable energy development projects.
The model was proven to work during WWII, when 85 million Americans purchased Victory Bonds from the federal government to help restore the U.S. economy. The program raised $185 billion, the equivalent of $2 trillion in today’s dollars. Clean Energy Victory Bonds could leverage between $5 and 10 billion in investments to create up to $200 billion in public and private finance.
